16 -> 24 indicates 2 changing lines..1 and 4...while nr. 1 says.."praatjes vullen geen gaatjes" (han boering; in english; small talk doesnt fill holes) nr. 4 is clearly a positive line indicating (with the help from friends, u will foster what u want..

So the indication of the meaning as a rebound seems kinda true

"how Bush should handle whatever the fallout may be from the latest political scandals,"

Working off the apparent general qualities in this question we have a General context of:

issue of values (yin base),
of SHOULD BE (proactive, yang where "could be" is yin)
focus on a REACTIVE process (yin)

= Water; a focus on issues of containment/control, protection, issues of rejection/rejecting. General psyche bias is to issues of security seeking (it covers water and wind). Security issues reflect issues of a lack of trust in others etc that require time to resolve. Water aspect is on protection, a boundary, 'us vs them' etc and so to keep something in/out.

Hexagram octet of possible descriptors:

07, 04, 29, 56, 40, 64, 47, 06

Perhaps the meaning to 16.1 is this:

Six at the beginning means: “Enthusiasm that expresses itself brings misfortune.”

The man indicated here enthusiastically boasts his aristocratic connection to the great minister in the fourth. He becomes arrogant and egoistic therefore invites misfortune through improper conduct. As this is the first line of the hexagram, perhaps the indicated situation has already occurred – Libby has been charged and probably a few more would be implicated. Since there is no leeway to back track, the prediction moves upwards to the fourth changing line.

Extracts from the entry on Notes on Hexagram 16 Yu / Enthusiasm

You make a very good point here: what will happen depends upon how Bush acts. And it looks like he may be falling into the 16.1 trap. A NYT story suggests that he is not going to change personnel and that he feels that business as usual is just fine. Hubris? Here's the link:
